Line manager: Associate Director - Commercial
Location: Dammam, KSA
Job Purpose:
Support QST's commercial, procurement and contract administration activities for data-centre development and construction projects. The role assists the Associate Director - Commercial with tendering, vendor engagement, procurement trackers, contract support, commercial records, approvals, policy compliance and reporting. The role is internal-facing and focused on disciplined process management, cost awareness and commercial governance.
Job Responsibilities:
| Procurement Support | • Assist with RFPs, RFQs, tender packs and procurement schedules for consultants, contractors and suppliers. • Coordinate tender clarifications, submissions, meeting notes, bid returns and commercial documentation. • Maintain procurement trackers, vendor lists, tender logs and approval records. |
| Contract Support | • Support preparation, review and administration of NDAs, consultant appointments, framework agreements, service agreements and construction-related contracts. • Track contract status, key dates, obligations, deliverables, variations, claims and close-out actions. • Coordinate with Commercial, Legal, Finance and project teams to maintain complete contract files. |
| Processes & Policies | • Administer QST commercial procedures, approval workflows, procurement governance and document control requirements. • Help maintain commercial templates, trackers, registers, policies and standard operating procedures. • Ensure records are accurate, auditable and aligned with delegated authority and compliance requirements. |
| Commercial Reporting | • Prepare routine commercial status updates, procurement dashboards, tender summaries and cost-input reports. • Track purchase requests, commitments, budget inputs, variations and commercial risks for management review. • Support pricing comparisons, evaluation matrices and recommendation packs. |
| Risk & Compliance | • Identify missing approvals, commercial gaps, documentation issues and process non-compliance for escalation. • Support ethical sourcing, anti-corruption, confidentiality and vendor compliance requirements. • Maintain risk/action logs and follow up corrective actions with internal teams and external parties. |
| Stakeholder Coordination | • Work closely with Development, Design, Construction, Finance, Legal, Procurement and external consultants. • Support the Associate Director - Commercial as the coordination point for day-to-day commercial administration. • Help improve repeatable commercial processes across QST data-centre projects. |
Person Specifications:
| Education/ Professional Qualifications | • Bachelor degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Procurement, Supply Chain, Business, Law or related discipline. • CIPS, RICS, CIOB, contract administration, procurement or commercial management qualification preferred. |
| Experience | • 4-7 years experience in commercial, procurement, contract administration, project controls or construction administration. • Data-centre experience preferred; critical infrastructure experience acceptable, including hospitals, airports, utilities, telecoms, industrial, energy or complex MEP projects. • Experience supporting tenders, vendor management, contract files, approval processes, trackers, cost inputs and commercial reporting. • GCC / KSA construction or infrastructure experience preferred. |
Qualifications/ Skills/ Personal Competencies | • Strong organization, document control, commercial administration and attention to detail. • Good understanding of procurement processes, contracts, variations, approval workflows and governance controls. • Confident with Excel trackers, reporting packs, PowerPoint, Word and shared document systems. • Clear written and spoken English; Arabic capability advantageous. • Practical, reliable, process-driven and able to work under time pressure across multiple projects. |
