Location: Dammam, KSA
Job Overview:
Lead HS&E, quality and ISO management-system governance for QST data-center development projects in KSA. The role will embed a strong safety and quality culture across consultants, contractors and vendors, while managing QST ISO certification coordination, including ISO 9001:2015, ISO 14001:2015, ISO/IEC 27001:2022 and ISO 45001:2018.
Key Responsibilities:
HS&E Leadership:
• Develop, implement and maintain project HS&E plans, procedures, registers and reporting across QST data-centre developments.
• Drive contractor safety culture through site walks, audits, toolbox talks, inspections, risk reviews and leadership engagement.
• Review and challenge RAMS, permits, lifting plans, emergency plans and high-risk activity controls, including LOTO, energization, work at height, hot works, confined spaces and live-environment interfaces.
• Investigate incidents, near misses and unsafe conditions; lead root cause analysis and close out corrective and preventive actions.
Quality Management:
• Own project quality assurance across design, procurement, construction, commissioning, handover and operational readiness.
• Review contractor QA/QC plans, ITPs, method statements, material approvals, test records, commissioning evidence and handover dossiers.
• Track NCRs, defects, snags and lessons learned across critical data-center systems including electrical, cooling, fire, BMS/EPMS, security and white-space fit-out.
• Support readiness for customer audits, integrated systems testing and practical completion / handover.
ISO & Governance:
• Coordinate QST ISO certification, surveillance and recertification activities for ISO 9001, 14001, 27001 and 45001.
• Maintain the integrated management system, controlled documents, audit schedules, evidence files, risk registers and management review inputs.
• Lead internal audits and support external certification audits; manage findings, non-conformities and corrective action close-out.
Qualifications & Skills:
Education/ Professional Qualifications:
• Bachelor's degree in engineering, Construction Management, Occupational H&S, Environmental Management, Quality Management or related discipline.
• NEBOSH, IOSH or equivalent recognized HSE qualification.
• ISO Internal Auditor or Lead Auditor qualification in one or more of ISO 9001, ISO 14001, ISO 27001 or ISO 45001.
Experience:
• 8 to 12 years in HS&E, quality, compliance or integrated management systems.
• Minimum 3-5 years in data centers, mission-critical facilities, critical infrastructure, MEP-led construction, utilities, telecoms or industrial projects.
• Proven experience managing contractors and audits on complex construction / commissioning environments; GCC or KSA experience preferred.
Qualifications/ Skills/ Personal Competencies:
• Strong data-center HS&E / QA/QC knowledge, including MEP systems, commissioning risk, LOTO, energization and handover documentation.
• Practical ISO experience: audit planning, evidence management, NCR close-out, certification-body coordination and management review preparation.
• Confident site leadership; able to stop unsafe work, challenge poor quality and communicate clearly with contractors and senior stakeholders.
• Strong reporting, dashboard, document-control and continuous-improvement discipline.
