Line manager: Associate Director – Site Acquisition Project Development
Location: Dammam, KSA
Job Purpose:
Support QST’s growth in KSA by identifying, analyzing and qualifying land and utility opportunities for new data-centre developments. Prepare market, site, power, fiber, planning, permitting, land and commercial analysis to support investment decisions, customer requirements and project development approvals. The role requires a native Arabic speaker based in Dammam who can engage effectively with landowners, authorities, utilities and local stakeholders.
Job Responsibilities:
| Site sourcing & market analysis | • Research and screen land parcels and industrial zones in Dammam, Riyadh, Jeddah and other priority KSA markets. • Prepare site comparison matrices covering location, land area, access, ownership, zoning, expansion potential, risks and constraints. • Maintain a live pipeline of sites, contacts, owners, authority engagement, actions and due-diligence status. |
| Due diligence & feasibility | • Coordinate early due diligence on power availability, grid proximity, fibre routes, cooling feasibility, access roads, utilities, environmental constraints and permitting requirements. • Support technical teams with site packs, maps, drawings, authority information, photos, title details and utility evidence. • Prepare concise site selection reports, risk registers and recommendations for approvals and customer discussions. |
| Stakeholder coordination | • Engage in Arabic and English with landowners, brokers, municipalities, industrial-city authorities, utility providers and consultants. • Support negotiations, LOIs, information requests, site visits and meeting follow-ups with accurate records and action tracking. • Work with Project Development, Commercial, Legal, Technical, Power, Fibre and Operations teams to progress sites from screening to approval. |
Person Specifications:
| Education/ Professional Qualifications | • Bachelor’s degree in Real Estate, Engineering, Urban Planning, GIS, Construction, Business, Finance or related discipline. • Training in GIS, real estate analysis, utility planning, project management or data-centre development is advantageous. |
| Experience | • 3–6 years’ experience in site selection, land acquisition, real estate development, utilities, infrastructure, telecoms, industrial projects or data centres. • KSA / GCC experience required; Eastern Province knowledge strongly preferred. • Data-centre, mission-critical, power, fibre or industrial-zone experience preferred. |
Qualifications/ Skills/ Personal Competencies | • Native Arabic speaker with strong professional English communication skills. • Strong analytical ability, mapping / research skills and commercial awareness. • Able to prepare clear reports, trackers, dashboards and executive site packs. • Confident dealing with authorities, landowners, brokers, utilities and consultants. • High attention to detail, disciplined follow-up and ability to manage multiple sites in parallel. |
